The Titans, Panthers and Jets all were inquiring, and the Jets had him as the fall back if they did not get Rodgers. And Carr's cap number, which matters to the Saints, was fairly favorable until they get out of some contracts and the cap goes up. The Raiders released Carr because he had a no trade clause that he was unwilling to waive.
